Dean Baker has been busy over at Beat the Press, trying to clear up confusion over Social Security. Lately that means taking David Brooks to task over his comments on a potential default, criticizing Sen. Tom Coburn for suggesting we reduce the annual cost-of-living adjustment (COLA) to Social Security to make it more accurate, and questioning the Washington Post's coverage of the budget negotiations.

I have recently read Kevin Phillips 2008 book "Bad Money" He states the CPI was intentionally Jury Rigged
in the early 90's to be much lower than it should have been.
What do you think of Mr Phillips comments Dean?

They made some changes to the CPI, but all of them were reasonably kosher. The problem is that they looked for every possible way to lower the rate of inflation without devoting the same attention to changes that might lead to a higher measured rate of inflation.
