Wilson Building, Room 500 1350 Pennsylvania Ave. NW Washington, DC CEPR Co-Director Dean Baker testified before the D.C. Council Committee on Public Services and Consumer Affairs on Bill 18-691: the Saving D.C. Homes from Foreclosure Act of 2010. The act would require mortgage lenders and homeowners to engage in mediation prior to foreclosure and would require mortgage lenders that proceed with foreclosure to offer the house as a rental to the former homeowner at a market rental rate.
