America’s persistently high level of unemployment is one of the greatest challenges facing policymakers in the wake of the Great Recession. Is this unemployment crisis a product of normal business cycle activity, or does it stem from a structural problem in the labor force? CEPR Co-Director Dean Baker took part in panel discussion with Peter Diamond of the Massachusetts Institute of Technology and Kevin Hassett of AEI.
