			<description>There are some things the Fed could do, though the history of monetary policy does not confirm that these things have the effects that Dean and other economists think they do.  There are also some things that Congress could do, which according to many economists would have greater effect.  Going by the party makeup, Congress should be a distinctly liberal body and inclined to Keynesian or liberal measures, whereas the Fed is headed by a Bush appointee and most of the key positions are held by conservatives associated with the banking industry.  Is it likely that the Fed would pursue more liberal policies than Congress?
