			<description>Unfortunately I suspect there's little interest in such a program, no matter how much sense it makes.  Many foreclosures are in low and moderate income communities, and local governments don't feel much pressure to address the foreclosure issue in those communities.  We need only compare local government action in richer communities with foreclosed properties (prompt attention to the property condition) with that in lower income communities (weeds up to the windows).  Local governments could easily protect tenants, for instance, in foreclosed properties but most have shown remarkably little interest in doing so. - PeonInChief</description>
