			<description>It seems to me that when someone is unable to pay his full obligations he is considered bankrupt, even if the debt is restructured and he continues to pay back the new debt. If the word &quot;broke&quot; is used as a synonym of &quot;bankrupt&quot; then it does seem that Social Security might go broke when it can not pay the full benefits. - tiraniyaya son</description>
