Romney would actually eliminate all long-term capital-gains taxes, as well as the estate tax and the AMT. Simpson-Bowles' Zero Plan would tax capital gains and dividends as ordinary income.  This would make a huge difference to functional tax rates on upper-income people. - skeptonomist</description>
